Ronen Bar to Step Down Over Security Failures
The head of Israel’s internal security agency, Shin Bet, Ronen Bar, has announced that he will resign in June. His decision follows the agency’s failure to provide a warning ahead of the deadly Hamas attack on October 7, 2023. Bar’s resignation will be effective June 15.
In a statement, Bar expressed regret over the agency's inability to prevent the attack, acknowledging the significant security lapse that led to widespread devastation. "After years on many fronts, one night, on the southern front, the skies came down,” Bar said during a memorial event for fallen Shin Bet soldiers. "All systems collapsed. The Shin Bet also failed to give a warning."
Tensions with Netanyahu Escalate
Bar’s resignation comes after a tense battle with Israeli Prime Minister Benjamin Netanyahu. Netanyahu had moved to dismiss Bar in response to the perceived failure to prevent the Hamas assault. However, the proposed firing sparked public outrage and concerns about the political implications behind it.
A central issue in the conflict between Netanyahu and Bar was the investigation into the relationship between Netanyahu’s office and Qatar, which plays a key role in mediating between Hamas and Israel. Critics suggested that Netanyahu’s push to fire Bar was motivated by a desire to halt the investigation, which examines potential ties between Netanyahu's aides and Qatar.
Supreme Court Involvement
Following legal challenges, Israel’s Supreme Court intervened, freezing Bar’s dismissal. The court called for both sides to reach a compromise. In documents filed with the Supreme Court, Bar accused Netanyahu of attempting to use Shin Bet for political purposes, including surveilling anti-government protesters and undermining Netanyahu's ongoing corruption trial. Netanyahu has strongly denied these accusations, accusing Bar of spreading falsehoods.
Additionally, Netanyahu’s administration has faced criticism from good governance groups, who argue that Bar’s ouster could lead to a politicized Shin Bet, undermining the agency's independence.
Shin Bet’s Role in National Security
Shin Bet is responsible for monitoring Palestinian militant groups, and Bar’s tenure has seen significant pressure on the agency to prevent attacks like the one on October 7. While Bar acknowledged Shin Bet's failure to prevent the assault, a March report by the agency also pointed to government policies, including Netanyahu’s, as contributing factors that created conditions ripe for the attack.
Ongoing Controversies
Bar’s resignation follows a wave of high-profile departures within Israel’s security establishment, including the former defense minister and army chief, who also left their posts after the October 7 attack.
The controversy surrounding Bar also intersects with another scandal involving Qatar. The Shin Bet is investigating allegations that some of Netanyahu’s close advisers worked as paid consultants for Qatar, while also serving in advisory roles to the prime minister. Although Netanyahu has not been directly implicated, the investigation has raised further questions about his leadership.
Shin Bet Chief Nominee Withdrawn
Netanyahu’s recent attempt to appoint a new Shin Bet chief, a former navy commander, was quickly thwarted after it was revealed that the nominee had participated in anti-government protests.
