In late 2023, British-Iranian journalist Sima Sabet revealed that she was a target of an Iranian assassination plot, bringing attention to the risks faced by individuals in the UK critical of the Iranian regime. Sabet, who worked for Iran International and BBC’s World Service, now lives under constant threat, with counter-terrorism police advising her to leave her home.
Government's Response Under Scrutiny
The report criticizes the UK government’s focus on "crisis management" and nuclear issues, arguing that a more comprehensive, long-term strategy is needed to address the wide-ranging threats posed by Iran. The Intelligence Committee suggests that while the Iranian threat may not be as strategic or large-scale as those from Russia or China, it remains persistent and unpredictable.
The committee raised concerns that the government’s current response lacks sufficient resources to counter the full scope of Iranian threats. The government is urged to consider proscribing Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization, as well as examining the effectiveness of financial sanctions to alter Iran’s behavior.

Despite being largely compliant with international agreements until 2018, when the US withdrew from the Iran nuclear deal, Iran is now considered to have the capability to quickly develop nuclear weapons. As of August 2023, the report indicates that the primary physical threat to British nationals in Iran was detention, while the UK military faced collateral risks in the broader Middle East. The committee warned that evacuation plans for British citizens in Iran might need to be reconsidered, referencing the lessons learned from the chaotic 2021 Afghanistan withdrawal.
Physical Threats and Surveillance Against Dissidents
The report also noted that Iran has been targeting opposition figures in the UK, including those associated with media outlets critical of its regime. Family members of BBC Persian journalists have been subjected to harassment, including interrogation and threats, due to their relatives’ work in the UK. These actions highlight the high level of concern over Iran’s efforts to exert control over Iranian nationals abroad.

The report calls for a reevaluation of the UK’s approach to Iran, especially regarding its nuclear ambitions and efforts to counteract threats on UK soil. With Iran becoming increasingly aggressive in its intelligence operations, the committee stresses that a more proactive strategy is needed, particularly as the country continues to challenge international norms.
The UK government, in its response, acknowledged the vital role of its intelligence and security agencies in addressing these threats. A spokesperson highlighted the country’s sanctions regime, which has seen 450 individuals and entities linked to Iran sanctioned under the Foreign Influence Registration Scheme.
